SPD (Serial Presence Detect):

The timing values listed as SPD settings are the values programmed into the Memory Module's SPD. The EEPROM (Electrically Erasable Programmable Read Only Memory) chip on a DIMM module are used for storing Memory chip Specifications, including Capacity, Speed, Voltage, Row and Column Addresses Strobe (RAS & CAS) plus Manufacturer. SPD timimg values are read by system's Bios as default settings for Memory Settings.
